Hierarchy suppresses upward feedback. In cultures where deference to seniority is deeply ingrained, asking a junior employee to rate their manager’s communication skills produces predictable results: high scores across the board, regardless of reality.
Harmony norms discourage critical responses. Giving someone a low rating feels like a personal conflict, not a professional observation. Participants avoid it even when anonymous.
Language creates hidden distortion. A question like “Challenges decisions when appropriate” may translate accurately but land as culturally inappropriate. The English phrasing assumes a Western norm of constructive pushback that does not exist in the same form across the region.

Step 1: Introduce the project to everyone
Most organizations brief managers and assume the message cascades down. It does not. In Southeast Asia, where participants may already be uncomfortable with the concept of rating someone above them, unclear communication creates anxiety that distorts responses.
Run three distinct communications before launch:
- A group session with managers explaining the purpose (development, not evaluation), how results will be used, and what anonymity means in practice.

Step 2: Select the right raters
The standard rater configuration applies: manager, peers, direct reports, and self-assessment. The Southeast Asian nuances are in the details.
Keep rater groups small. Too many raters per participant reduces the perceived anonymity of the process. If a manager has three direct reports, those three people know their responses are the entire “direct report” pool. That awareness suppresses honesty.
Balance hierarchy levels carefully. A 360 where 80% of raters are peers and only two are direct reports will produce a skewed picture, especially in hierarchical cultures where peer feedback follows different social rules than upward feedback.
The target: 7 to 12 raters per participant, distributed across at least three relationship categories. Fewer is better than more when the alternative is a large group where no one feels their response is truly anonymous.
Step 3: Choose the right scale
This is the single most impactful design decision for a 360 assessment in Southeast Asia. The wrong scale produces unusable data regardless of how well you execute everything else.
What does not work
1-to-10 scales are too granular. Participants default to 7 or 8, creating noise without differentiation. The gap between a 6 and a 7 is meaningless when there is no behavioral definition behind either number.
1-to-5 generic agreement scales (“Strongly Disagree” to “Strongly Agree”) inflate in every culture, but especially in Southeast Asia. The social cost of selecting “Disagree” is too high. Most responses cluster at 4 and 5.
What works
Option 1: Improved Likert. Labels like Rarely / Sometimes / Consistently / Strongly demonstrates. These reduce judgment and anchor responses to observable frequency.
Option 2: Frequency scale. Never / Occasionally / Often / Always. This works particularly well in the region because it asks participants to report what they observe, not what they evaluate. The question shifts from “How good is this person?” to “How often do you see this behavior?” That shift reduces the cultural friction around negative feedback.
Option 3: Dreyfus proficiency scale. Beginner / Intermediate / Advanced / Expert. This frames the assessment around capability development rather than performance judgment. In hierarchical cultures, rating someone as “Intermediate” feels factual. Rating them “Below Average” feels like an attack. Step 4: Ensure anonymity
Direct report feedback must be anonymous. Without anonymity, upward feedback in hierarchical cultures is functionally worthless. Participants will default to the highest scores regardless of reality.
Manager feedback can be visible. Managers expect to stand behind their assessments, and visible manager ratings create accountability that strengthens the process.
Peer feedback sits in the middle. Anonymous peer feedback produces more honest data, but in small teams where peers can easily guess who said what, the anonymity is illusory. In those cases, aggregate peer scores rather than showing individual peer responses.
The balance: anonymity increases honesty, but too much anonymity reduces accountability. Design for the minimum anonymity needed to get truthful responses from each rater group.
Step 5: Translate and localize
Direct translation breaks 360 assessments. The problem is not vocabulary. It is cultural framing.
“Challenges decisions when appropriate” translates cleanly into Thai or Bahasa Indonesia. But the behavior it describes, openly questioning a superior’s decision, carries different weight in different cultures. A participant who sees this item and thinks “no one here does that because it would be disrespectful” will rate everyone low, not because the competency is absent but because the cultural expression of it looks different.
Localization means rewriting items so they describe the same underlying competency in culturally appropriate terms. “Raises concerns through appropriate channels” captures the same capability as “Challenges decisions” but maps to how the behavior actually shows up in Southeast Asian organizations.

Too many questions. Assessments with 80+ items produce fatigue and random responses after item 40. Keep it to 30 to 40 items covering 8 to 12 competencies.
Vague competency definitions. “Communication skills” without behavioral anchors means something different to every rater. Define what good looks like at each proficiency level.
